The use of algorithms and generative artificial intelligence challenge values of democracy and the rule of law in different ways. The online dissemination of disinformation, microtargeting, and online hate speech addressed to politically active persons, threaten access to transparent and free elections.

Workshop

Which measures can be employed to effectively target online disinformation and hate speech, safeguarding both freedom of speech and democracy? What is or should be the role of big platform organizations (Meta, Google, TikTok) countering manipulation of data or the involvement of third states in on line information seeking to influence the outcome of elections?

During the workshop we seek to identify and discuss, current patterns in how democratic values and outcomes of elections in Europe risk to be manipulated by AI enforced disinformation, hate speech and micro targeting, including the involvement of third states. Discussing these questions we explore the effectiveness and gaps of existing tools and EU legislation addressing the responsible use of AI and online platforms such as the Digital Services Act and the AI Act.
